Summary Planner II - Historic Preservation Planning Department
Salary Range: $27.53 - $46.78 Hourly / $57,262.40 - $97,302.40 Annually
FLSA Position Class: Full-Time, Non-Exempt
Work Schedule: M - F, 8AM to 5PM with occasional evening meetings

** Resume attachment is required with completed application.** Job Overview This position is responsible for providing coordinated guidance and regulation of the growth, development, and preservation of the city's historic district; responsible for the administration of planning studies and design; responsible for implementation/enforcement of land use regulations; serves as administrative liaison to boards and committees.
Essential Duties and Responsibilities NOTE: Employee may be required to respond to a disaster, either natural or man-made, to serve the citizens of Statesville and meet the needs of the organization, which may result in the assignment of other duties and take precedence over duties described in this job description. - Administers and oversees the historic preservation section of the zoning ordinance and design review for the downtown areas.
- Oversees and coordinates activities and serves as staff liaison to the Statesville African American Heritage Preservation Commission, Design Review Committee, and Historic Preservation Commission.
- Enforces design guidelines and application sections of the zoning ordinance for the Downtown Areas and Quasi-Judicial Historic Preservation processes.
- Coordinates, oversees, and performs issuance of zoning permits for the Historic Districts and the Downtown Area/Municipal Service Area.
- Identifies, forwards, assists, and monitors complaints and civil actions within Historic Districts and downtown areas.
- Coordinates activities with Ordinance Enforcement Officer and City Attorney.
- Testifies for court proceedings and coordinates with the city attorney for Historic District and Downtown Area violations.
- Supervises and coordinates funding (including the preparation of grant applications) for historic districts with local, state, and federal agencies and officials.
- Prepares and monitors annual reports and other data as required by the commission, local, state, and federal governments.
- Assists with budget items related to Historic Districts (Commission), the Design Review Committee, and the Statesville African American Heritage Preservation Commission.
- Monitors projects and administers programs and funds to ensure compliance with regulations and reporting requirements for historic preservation.
- Meets with and serves on Downtown Statesville Development Corporation Committees as necessary.
- Researches, analyzes, interprets, and presents planning related data as needed.
- Performs other duties as assigned.
Minimum Requirements Education and/or Experience - Bachelor's degree in planning, urban planning, geography, sociology, environmental science, economics, public administration, political science, public policy, or related field.
- Three (3) years of experience in the administration of Historic properties.
Requirements - Possession of a valid NC driver's license, or any valid driver's license with ability to obtain a North Carolina driver's license within 60 days of establishing a permanent residence in NC.
- Attendance at occasional night and weekend meetings for historic commissions/committees, public engagement, and other City initiatives.
Supplemental Information Knowledge, Skills, and Abilities - Thorough knowledge of philosophies, principles, laws, regulations, procedures, goals, and priorities of historic preservation.
- Thorough knowledge of the social and economic characteristics of the community, historic preservation, and minimum housing.
- General knowledge of research, planning, and stewardship activities related to the management and preservation of historic structures.
- General knowledge of architectural and design terminology and principles.
- Ability to identify various types of architectural, structural, mechanical, electrical, and protection systems, components, and hardware.
- Ability to comprehend and utilize historic and contemporary maps, architectural and engineering plans, specifications, and models.
- Ability to communicate ideas clearly, concisely, and effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships with colleagues, developers, city officials, civic associations, design professionals, and the public.
Job Related Physical Requirements This position involves light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects. Physical activity related to this position may require the use of fingers and hands, climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required to express thoughts and exchange information; hearing is required to respond to spoken words and to receive and understand information; visual acuity is required for preparing and analyzing written or computer data, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
