The Kentucky Heritage Council (KHC) is an agency of the Kentucky Tourism, Arts and Heritage Cabinet and serves as the State Historic Preservation Office (SHPO). The agency is responsible for carrying out the identification, protection and preservation of prehistoric resources and historic buildings, sites and other cultural and historic properties throughout the Commonwealth. The Environmental Review Coordinator position within the agency’s Site Protection Program is primarily responsible for ensuring compliance with the Section 106 Review component of the agency’s responsibilities under the National Historic Preservation Act.


This position reviews all federal non-transportation undertakings for potential impacts to historic above-ground (architectural/cultural) resources and provides expertise and support to state and federal agencies in addition to other applicants. The successful applicant must be well versed in state and federal cultural resource laws and regulations, must have a background in architectural history/the built environment and must have the ability to develop Memorandum of Agreement (MOA) and Programmatic Agreement (PA) documents.


This position provides support for Section 106 Review training to professional and non-professional audiences. In addition to having a passion for preservation, the preferred candidate should be able to conduct reviews and draft correspondence in a timely, clear, and concise manner that promotes the preservation of Kentucky’s cultural resources.


Responsibilities include but are not limited to the following:

  • Coordinates the internal review of federally funded, permitted or licensed undertakings to determine and resolve effects to National Register of Historic Places listed or eligible cultural resources.
  • Analyzes program data related to historic properties (architectural/cultural) and prepare official agency response for Director’s signature.
  • Ensures compliance with Section 106
  • Review as directed by the National Historic Preservation Act of 1966 (as amended) along with other state and federal cultural resource protection laws.
  • Coordinates outcome with other federal, state and local officials.
  • Conducts supplemental on-site inspection statewide (as needed) to evaluate National Register eligibility and effect.
  • Attends or facilitates follow up meetings and coordinates findings.
  • Maintains environmental review files and records.
  • Makes public presentations on architectural history related topics and provides information and guidance to the public concerning the treatment and protection of historic resources.
  • Works on special projects as assigned.

Minimum Requirements

EDUCATION: Graduate of a college or university with a master's degree in anthropology, archeology, architectural history, architecture, historic preservation, history, American studies, American civilization, folklore, cultural geography, early American culture, museum management, art history or a related field.




EXPERIENCE, TRAINING, OR SKILLS: Two years of professional experience in the field of historic preservation.




Substitute EDUCATION for EXPERIENCE: A doctorate in one of the above listed academic fields will substitute for two years of the required experience.




Substitute EXPERIENCE for EDUCATION: Additional experience in historic preservation, cultural resource management, or a related field will substitute for the master's degree on a year-for-year basis up to a maximum of two years.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
