Louisville Metro Housing Authority Director of Property Management Position Summary The Director of Property Management provides leadership and operational oversight for LMHAs diverse portfolio of housing communities, including traditional Public Housing, mixed-finance communities with multiple housing subsidy types, and Project-Based Voucher supported properties. This position ensures regulatory compliance, financial integrity, physical asset preservation, proper maintenance and upkeep, high occupancy, and quality resident engagement across all properties. The Director oversees the Property Management department and the Maintenance department and supports long-term portfolio sustainability and repositioning strategies. Essential Duties and Responsibilities Strategic Leadership & Portfolio Oversight Provide strategic direction for LMHAs propertiesOversee performance of multiple sites to ensure alignment with agency goalsDevelop policies, procedures, and operational standardsMonitor portfolio performance using key metrics including occupancy, revenue, expenses, compliance, work order completion, and resident satisfactionLead initiatives to improve operational efficiency and service deliverySupport repositioning activities including conversions and redevelopment Housing Program Oversight Ensure full compliance and effective management of LMHAs developments: Oversee implementation of public and affordable housing program regulations and requirementsEnsure accurate processing of annual and interim certificationsMonitor PIC reporting and occupancy dataEnsure readiness for NSPIRE inspections and management reviewsOversee vacancy reduction strategiesEnsure compliance with ACOP and agency policiesEnsure readiness for audits, file reviews, and coordinate responses to oversight agency findings and corrective actions Financial Management & Revenue Optimization Oversee operating budgets for all assigned properties and ensure accurate financial reportingMonitor subsidy utilization, rental revenue, and expensesTrack accounts receivable and delinquency trendsImplement rent collection strategies and loss mitigation plansCollaborate with Finance on forecasting and funding utilizationIdentify cost containment opportunities and revenue enhancements Property Operations & Maintenance Oversee leadership for a large, majority unionized maintenance teamEnsure properties are safe, sanitary, and well-maintainedEnsure proper preventive maintenance and capital pipeline planningEnsure timely completion of work ordersAddress safety hazards and emergency issues promptlyEnsure compliance with health, safety, and environmental standards Track key indicators related to maintenance work orders and emergency repairs Ensure proper workflows and communication between teams Staff Leadership & Performance Management Supervise leadership of the Property Management department and Maintenance departmentEstablish clear performance expectations and accountability standardsConduct regular site visits and operational reviewsProvide coaching, mentoring, and professional developmentParticipate in hiring, disciplinary actions, and evaluationsFoster a culture of compliance, customer service, and teamwork Resident Relations & Community Engagement Promote positive resident relationships and community stabilityEnsure consistent lease enforcement and policy applicationAddress escalated complaints and disputesSupport eviction prevention strategies where appropriateCoordinate with Resident Services for supportive programmingEnsure compliance with grievance procedures and due process Risk Management & Legal Compliance Ensure proper handling of lease violations and eviction actionsCoordinate with Legal on complex tenancy issuesMonitor claims, incidents, and liability concernsEnsure adherence to safety protocols and emergency proceduresMaintain documentation for legal and regulatory purposes Collaboration & External Relations Collaborate closely with Development, Asset Management, Finance, Compliance, and Resident Services departmentsCoordinate with HUD, state housing agencies, and local partnersRepresent the agency at meetings and community events as requiredPrepare reports and presentations for executive leadership and Board Reporting & Data Analysis Analyze operational and financial data to guide decision-makingPrepare portfolio performance reportsEnsure accurate use of property management systems (e.g., Yardi)Monitor KPIs and implement corrective actions as needed Key Performance Indicators (KPIs) Performance will be evaluated based on: Occupancy rates meeting agency targetsReduction in vacancy loss and turnover timeRent collection rates and delinquency reductionWork order completion and adherence to preventative maintenance schedulesBudget adherenceCompliance audit resultsResident satisfaction levelsTimely completion of certifications and reportingStaff performance and retention Minimum Qualifications Education Bachelors degree in Business Administration, Public Administration, Real Estate, Finance, or related field required. Additional five years of experience can be substituted for this requirement. Experience Minimum 810 years of progressive property management experienceAt least 5 years managing multi-site housing portfoliosSignificant experience with Public Housing requiredExperience with mixed-finance housing strongly preferredSupervisory experience required Required Knowledge & Skills Extensive knowledge of HUD Public Housing regulationsUnderstanding of affordable housing finance and compliance programsStrong financial and operational management skillsExcellent leadership and organizational abilitiesAbility to manage complex regulatory environmentsStrong communication and conflict resolution skillsHigh level of professionalism and integrity Technical Skills Proficiency in property management software (Yardi preferred)Experience with HUD reporting systems (PIC, EIV, TRACS, etc.)Advanced Microsoft Office skillsAbility to interpret financial statements and operational reports
